Good morning, as we all should know by now CSA 2010 took effect December of 2011. It was later changed to just CSA, and the definition comprising CSA also changed. CSA replaced the old safety reporting system called Safstat. Please note the proposed changes which will be coming to the CSA program. Hazmat employers should pay special attention to these changes.
The Federal Motor Carrier Safety Administration (FMCSA) announced numerous changes to the way motor carriers and their drivers will be scored in the Compliance, Safety, Accountability (CSA) enforcement program.
Among the changes:
Cargo-securement violations will be moved from the Cargo-Related BASIC to the Vehicle Maintenance BASIC, and the Cargo-Related BASIC will become the "HM BASIC"; Vehicle violations found during driver-only inspections will be removed from the scoring process, as will driver violations found during vehicle-only inspections; The terms "Insufficient Data" and "Inconclusive" will be replaced with fact-based descriptions such as "<5 inspections" or "no violations within 1 year."
The FMCSA has also announced one anticipated change that will not be made at this time: determining whether crashes were preventable.
A "preview" of the changes was made available to motor carriers and law enforcement on March 27, 2012, and final changes will be made available to the public in July 2012. The data preview may be found at http://csa.fmcsa.dot.gov. Carriers will need to log in to access the preview.
